CITIZEN’S CHARTER
Introduction: - Citizens’ Charter means a document that acts to guard the rights of citizens. It guarantees the citizens the right of redress on occasions where a Public Service fails to meet certain standards. The very intention of citizen’s charter is to gear up citizen’s care across the Public Service available for its use.
Vision/ Mission: - It is said “if one looks at things from a common man’s point of view, the development works under taken by the government will come in to picture’. Taking this concept in mind, the Law Department in the Government of Tripura plays a vital role to provide best service to the people and to help providing Rule of Law/ Administration of Justice in the State. It stresses on the need of providing swift, transparent and people centric legal service and to ensure providing Social Justice to the people.
Law Department is one of the most important Departments of the Government and considering the above aspects and to provide speedy and transparent Service, the administrative job of the Department is distributed among the following Desks:-

Establishment Desks

i) All matters relating to High Court of Tripura (except budget and fund); ii) All matters relating to ministerial establishment of District & Sub-ordinate Courts including creation of various ministerial posts for the Sub-ordinate Judiciary; iii) All matters relating to establishment of new Courts including Special Courts/ Tribunals/ Nyayalaya/ Commission etc. and its allied matters; iii) All matters relating to creation of various posts of Judicial Officers/ appointment of Judicial Officers of Direct recruitment; iv) All matters relating to creation/ bifurcation/ amalgamation of Judicial District; v) All matters relating to creation/ development/ Up-gradation/ Maintenance/ Renovation of infrastructure of State Judiciary; vi) All matters relating to receiving and disposal of application under Right to information Act; vii) All matters relating to receiving & disposal of complaints received through Public Grievance (PG) Portal; vii) All matters including appointment of Notary for the State under the Notary Act & Rules; viii) All matters relating to Official Website of this department; ix) All matters relating to the Tripura State Legal Services Authority (except budget and fund);

Legal Remembrance’s (LR’s) Desks |
i) All matters relating to appointment of Advocate General & Addl. Advocate General for the State, Standing Counsel, Addl. Standing Counsel, Public Prosecutor (PP), Government Advocate (GA) & Addl. GA for the High Court of Tripura, PP, Addl. PP, Government Pleader(GP) for the District & Sessions Court, Asstt. PP (APP) for the Courts of the Judicial & Executive Magistrates, Panel Lawyers; ii) To keep vigilant eye upon Court cases pending at the Supreme Court of India, High Court of Tripura and District & Sub-ordinate Courts of Tripura where State Govt. is a litigant; iii) To examine the matter relating to preferring Appeal from Acquittal in criminal cases, Revision, Review as per provisions of Cr.P.C. & CPC; iv) All matters relating to Under Trial Prisoners; v) All matters relating to withdrawal of Cases where the State Govt. is a Party; vi) All matters relating to Directorate of Prosecution |

Legal Advice (L.A.) Desk |
i) All matters for providing Legal opinion/ advice to all Govt. Departments/ Directorates/ Corporations etc.; ii) All matters relating to views/ Legal Opinion sought by Central Govt./ Law Commission of India and other authorities; iii) To examine draft Agreement, Contract, Memorandum of Understanding (MoU)/ Procedure (MoP)/ where the State Govt is a party to it/ where the State Govt. is a stake holder; |

Legislation (Leg) Desk |
i) All matters for scrutinizing draft Bill, Rules, Regulation, by-Laws, Memorandum, Notification, Codification etc.; ii) All matters for examining Legislative proposal of the Central Govt./ Law Commission of India; iii) To maintain all Act, Rules, Regulations; iii) To cause notify all Acts, Rules, Regulations after observing all due formalities; iv) All matters relating to State Human Rights Commission; |

Accounts Desks |
i) All matters relating to payment of fees of Advocate General, Addl. Advocate General, Standing Counsel, Addl. Standing Counsel, all retained lawyers, panel lawyers; ii) To deal with Income Tax matters of all retained/ panel lawyers; iii) To prepare Budget for the LR’s Establishment, Sub-ordinate Judiciary; iv) To allocate & Sub-allocate funds in favour of Sub-ordinate Judiciary; v) To deal with the funds received from Central Govt. through Centrally Sponsored Scheme (CSS) for infrastructural development of the District & Sub-ordinate Judiciary; vi) All matters relating to the claim of budgetary fund/ advance fund from Finance Department for the use of this department as well as for and on behalf of the Hon’ble the High Court of Tripura/ Tripura State Legal Services Authority/ Tripura Human Rights Commission etc. |

Parliamentary Affairs (PA) Desk |
i) All matters relating to Legislative Assembly Sessions including summoning and proroguing the sessions of the Legislative Assembly; ii) All matters relating to creation of post of officers when necessity arises; iii) Matters relating to appointment/ extension of the term of appointment of the Secretary for the Legislative Assembly; |

Library Desk |
i) To maintain the library of the Law Department and the library of the Office of the Ld. Advocate General for the State; ii) To provide support by accessing the library of the Law Department to Law Officers, all Retained Lawyers of the State; iii) To preserve the Central and State Gazette Notifications; iv) To cause publish/ re-publish of State Gazette and Central Gazette respectively as the case may be; v) To provide Law Books etc. To the Retained Lawyers of the State to help them combating in the Court of Law. |
